President Donald Trump delivers remarks during the U.S. Naval Academy's graduation and commissioning ceremony, Friday, May 25, 2018, in Annapolis, Md. "America is the greatest fighting force for peace justice and freedom in the history of the world, and in case you haven't noticed, we have become a lot stronger lately".

"We're talking to them now", Trump said. We are not going to apologize for America.

"Technically, Mr. Trump did not repeal the defense sequester, which refers to limits placed on military spending enacted in 2011", the Times pointed out.

Trump will give the commencement speech in Annapolis Friday, a day after highlighting American military preparedness as he canceled a planned summit with North Korean leader Kim Jong Un.

He told graduates that "we have begun the great rebuilding of the USA military".

It will be Trump's first time speaking to the academy's graduating class.

The President also credited himself during the commencement speech for a shift in United States posture around the globe, vowing "no more apologies" on the world stage. He added "and when did we ever need it more?"

Trump also touted victory as a paramount virtue during his speech, calling it "a very important word".

"If a fight must come, there is no other alternative", he said. On Friday, after the president's comment that the summit might still take place as scheduled, the White House said there are no plans right now for a USA team to try again this weekend to meet with the North Korean in Singapore.

He also maintained the tradition of absolving the class of all minor offenses on their records, and praised the academy's sports teams, while saying he would not mention the last Army-Navy football game, which the Army won 14-13. Winning is such a great feeling, isn't it a great feeling?

"We're building that modern fleet", he said.

The president said he would stay to shake the hands of all roughly 1,100 graduates Friday.

Libya's longtime autocratic leader Moammar Gadhafi was killed several years later after a Western-backed military intervention. He did not detail the conditions he had laid out for Kim but said if they aren't met, "we won't have the meeting".
