The revelation comes from a report over at Kotaku discussing studio Hangar 13 and the game Mafia III. Where we learn that a small team located in a top-secret studio next door was working on a new BioShock game throughout 2017. The news was uncovered by Kotaku's Jason Schreier while working on a story about Mafia III developer Hangar 13.
Whilst the following is a stretch, signs are pointing at the secret studio being made up of Hanger 13 and BioShock-affiliated 2K Marin members. Some went to other game companies; others moved to the top-secret studio next door to work on an unannounced new BioShock game.

On top of that, previous Take-Two earnings calls have revealed that "a highly anticipated new title from one of 2K's biggest franchises" will release by March 31, 2019. This is because a 2K studio of some kind is now working on the game as we speak. It's certainly possible that he was talking about BioShock 4, but we won't know for sure until the notoriously tight-lipped publisher makes it official. "They're trying to be really smart about figuring out what the core thing is", one person involved with the project said.
