The incident was said to have taken place around 3:45 p.m. EST on Christmas afternoon when the woman was shot dead outside the apartment in Phoenix.

The man, identified as 25-year-old Charlie Joseph Murillo, started beating on the vehicle of the first officer who arrived at the scene. She had already been shot and killed. Howard says the unidentified man indicated to them that he had killed two children.

Officers found two children, ages 11 and 10 months, deceased inside the unit. Police have not yet declared or explained how the children died. One officer was injured. Several officers returned fire at the suspect during the standoff.

At around 7:30pm they also shut off power before going into the apartment while fending off gunfire from the suspect.

Residents were escorted back to their apartments by officers a half-hour after the shootout had ended.

The identity of the man and the victims have not yet been released by authorities, but according to police the shooter did have a relationship with his female victim.

Several residents waited in parked cars across the street for hours until police resolved the incident.

"It's beyond insane", added resident Gibson Daoud told the Arizona Republic. "It's eerie. I feel bad for whoever is going through this", Kristen Alexander told CBS News affiliate KPHO-TV.
