Abe and Putin also agreed in talks on the sidelines of the Eastern Economic Forum in the Russian Far East city of Vladivostok to conduct joint economic activities on disputed islands off Hokkaido in five areas: aquaculture, greenhouse farming, tourism, wind power and waste reduction.

Putin denounced North Korea's sixth and largest nuclear bomb test on Sunday, saying Russian Federation did not recognize its nuclear status.

"North Korea is pursuing the line of escalation of open challenges to the world, prosperity and world order not only in the region, but in the whole world", Abe said.

NATO ambassadors said after talks in Brussels on Wednesday that "it is now imperative that all nations implement more thoroughly and transparently existing U.N. sanctions" against the North.

A Korean Buddhist sect said Tuesday the government decision to place more missile defense in the area should be condemned and "violates the right to life and religion" of the residents, according to the Kukmin.

Other measures could include preventing North Koreans from working overseas and adding top officials to a blacklist aimed at imposing asset freezes and travel bans.

Protesters scuffled with police Thursday as the United States deployed four additional launchers to complete an advanced missile defense system in South Korea.

Putin says he believes President Donald Trump's administration is willing to defuse tensions over North Korea's nuclear ambitions.

"It would be very hard - actually, impossible", Mr Putin told reporters. "On the one hand it's asking North Korea to freeze or do what it's already supposed to be doing under worldwide law", Pinkston said.

Sanctions have done little to stop North Korea boosting its nuclear and missile capacity as it faces off with Trump, who has vowed to stop it from being able to hit the US mainland with a nuclear weapon. Its sixth nuclear test on Sunday prompted the United States to speak about a "military response" and South Korea to conduct major military exercises. Trump himself warned of a United States nuclear attack against North Korea when he declared last month that it confronted "fire and fury like the world has never seen".

"When a rogue regime has a nuclear weapon and an ICBM pointed at you, you do not take steps to lower your guard". For that reason, both China and Russian Federation have repeatedly condemned the deployment and demanded the removal of the THAAD batteries from South Korea.

Four more interceptor launchers for a USA missile defense system entered a southern military base Thursday after clashes between police and protesters that resulted in dozens of injuries. But all of a sudden, they are enthusiastically inciting the Chinese people to oppose the Thaad installation.

Chinese Foreign Ministry spokesman Geng Shuang reiterated China's opposition to the system, saying it could only "severely damage" regional security and raise "tensions and antagonism".
